For this reason Zos is unlikely to create customization that OP is requesting since there are no guild halls being added to the game soon.
My guess is they will eventually add guild halls. However, expect pricing to be significantly higher than homes.

Using the tabards as banners is a must. But also the ability to have different levels of control depending on your rank perhaps. So rather than allowing everyone in the guild to instantly have access to decorating, you can save that for a slightly higher rank.
I know that they say you cannot delete items that are placed already, only move them. But having seen the level of control you get with everything, it would be very easy for someone to grief a guild home that may have been decorated perfectly. For instance, imagine the Craglorn Cave, designed by many people in the guild, it looks great, then someone who maybe has bad intentions comes in and just picks up every asset and puts them in the lake or on the ceiling, its possible. AND there is no "restore point" for safety. Just another thing to think about.
