It's the old trope of summoners getting in over their heads and calling forth something that they can't control. That one is part of an achievement. The same goes for the one with a couple of people arguing about a campfire that they can't get started, the one with a merchant standing on the side of the road with a horse, and of course M'aiq. If you attack one of them they'll both attack you, saying that you shouldn't have interfered with their duel. There's a very similar random mini-event in Wrothgar, except instead of 2 different types of mages (because I've noticed that the mage duel is always between mages using different elements from each other) it's between, um, I think a hunter and a farmer? I've seen the same type of mages dueling before. I even took a screenshot of one such encounter, but it's burried in 5000 images right now. Not sure if it's a bug, but it happens.

One's a pair of orcs (I've seen hunters, mostly, though farmers to pop up occasionally), fighting over some dispute, and mentioning the code of Malacath when they start brawling. There's an older female orc enjoying a beer (or, something), who will let you have a swig (and a thirty minute stat buff) if you pay her. There's another one where you'll encounter an orc who wants you to kill him, so he can die in battle. Finally, there's the tax collector. The last two have their own achievements. There's also, probably, a few more I'm not remembering.

Yeah, but any time I try to start a fire for people in real life they're not grateful like they are in ESO. Instead they usually yell things like "What the hell are you doing?" and "You're banned from Home Depot!"Random encounters like this makes the game feel more "alive".
Like in real life when you can meet some random people or situations on your way.
