ESO voice chat bug

On Xbox one NA I tried to change voice channels and when the timer reached zero, it started counting down from 6 all over again. Logged out and logged back in, still doing it. Reset Xbox, can't even login to the affected character. Please help

    Close down the game completely. I would even restart the console.
