No. Housing will be launched with the view of providing private spaces. RP'ers and RP guilds can and should make good use of this opportunity to be in an instanced quiet place doing their thing.
"Owning" a public space in a PvE area is not viable. Anyone can and should visit and do whatever they want in a public space (as long as within the established ESO rules of conduct).
If you are talking about creating an instance of the inn for RP purposes, that would be acceptable, of course, but this is one big server, so... hmmm, unlikely.
Everyone will still have access to the Inn but a guild banner will be displayed in front of the Inn and the inn keeper will sell minor provisioning items bearing the guilds name. That's what I had in mind, not blocking entrance to other players and privatizing inns.

Unless the owning guild would be report trigger-happy towards players playing the way they want, as exemplified by the comment on this post.
If it is just the banner and vendor, no problem. If that would mean that the behavior of other players in the inn would be regulated by the guild, then no. It is a public game space and it should only regulated by ZOS' rules.

Well, they could just add inkeeper NPC and a bard to housing and RP guilds could RP Inn in their own housing choice. For example, true Nord could spend months in an Riften house made into inn. Also, since it would be a true Nord tavern, few duels would be expected. Looser pays the round, of course. For even more immersion, you could pay bard per hour or something. That way, regular inns are intact, and new ones would emerge all around Tamriel.

I hate to be this person, but that's sadly not something that can be policed currently with ZoS staff (When's the last time we've actually SEEN an actual ZoS GM in game aside from the PTS marriage event?). I used to be pretty avid in the RP-Tavern scene. Keyword here is used to be. After seeing some major needless drama go down with various guilds, report happy people, and then people who will try to enforce their vision of RP standards on others; I stopped going in them completely unless they're dead and I'm making food or grabbing a lorebook.
I mean, don't get me wrong. It sounds harmless and fun! I totally agree. However I have to be realistic here. There's a significant portion of RPers that want 100% immersion as they see fit. If one breaks that immersion; the person doing the breaking unintentional or not is usually bombarded with rage. If they're an RPer, they get threats of being blacklisted. If this vocal group was more mature, perhaps. But as it stands, I haven't seen ONE guild that didn't do any discriminating of some sort. It's inevitable and it does happen even now. Putting huge rulesets around it doesn't work. Not unless there's actual staff to mediate disputes instead of this haphazard joke of a report system.
To me, it's far easier to just use player housing, create a tavern, and hook a similar system up to that. You won't get outside buyers, but it's far less of a hassle than what's been already talked about in that thread linked above. If it's done with player homes, I see no problem with it. But not for the public taverns.

You're probably right and I think player housing will serve the role of guild hall/tavern etc.
Where I disagree with you is on the point of how RP'ers police themselves. Yes, there are some very stringent RP folk who demand that you RP their way or within their immersive narrative. These people either keep to themselves or in their small groups or they become so obnoxious that the rest of the tavern goers just ignore them and then there are RP trolls, who could be just random players who like to disrupt RP events and ruin immersion, or actual RPers themselves who do not get their way and rage themselves. In either case it points to immaturity and I think that the people I RP with are mature and can handle things and yes we do have disagreements, but we discuss them, listen to all parties and then make a decision. Sometimes a person is asked to leave, sometimes they need to be kicked. After all it is an online game and no one can be really sure what's driving a person to do what they do, even if they are in teamspeak.
