I just broke down 1200 ore in the AD capital area and did not even receive a blue upgrade material... What gives ZOS?

I refined 2400 ruby ash and only got 5 rosins and then 4 wax after 1600 raw silk. RNG is awful most of the time.

Dunno I can break down 100 maple and get 5 rosin or break down 300 rubedite ore and get 1 tempering alloy depends on rng.

Yesterday, 450 ancestors silk/rubedo leather = 7 dreugh wax

Since, over 1000 mats of varying types and got 1 rosin

Are you sure you had the extraction passives, have you double checked your crafting bag to see nothing was added.
I don't think you are unlucky I think it bugged. A hundred refines is too many not to receive any upgrade mats.

Maybe it's just been luck of the draw, but I've noticed in the past for myself diminishing returns when refining in bulk. So I only ever do a little bit at a time now (maybe 100 at the most at once), and that seems to work fine.

When I did bulk, after a while you'd get nothing back but the ore. Maybe just un-luck for me? Unsure, but I play it safe. Precautionary principle.
