The only thing Microsoft/Sony don't want is nudity and copyright material in add ons, from what I've read.
Other publishers have done it so it's obviously possible. ZoS controls the APIs, could dedicate the resources to vet the add ons and disable the APIs/Add Ons that cause issues. They choose not to and it does not seem to be a priority at this point, most likely because it's not revenue (crown) generating.

The only things most people want are buff trackers, skyshards/lorebook indicators & maybe a merchant or auction house.... Most people aren't fussed about the last one though.

I'm pretty fussed about that last one.
It would be nice to have an actual stable economy and being able to see the average price sales on items, have search functions and be able to see where the item you need is being sold would be amazing.
