Can't launch the game, Error 210

I had to install the game again after formatting my PC, before that it was running perfectly.
After the install finished the download I got this error 210 "PATCHMANIFESTERROR_DOWNLOADFAIL", with the REPAIR button instead of PLAY.
I tried all these options:

The game downloaded everything again, but still have the same problem.
When I try to execute the "eso.exe" directly the game runs, I accepted the contracts, but I can't login. The "eso64.exe" won't run.
I opened a ticket already but I was hoping to get a faster response here, please?
