Why can't I buy lower level enchants?

I go to the enchanter, all I can buy are 160CP enchantments, but all I can make is lvl 80CP gear.
WTF?
Why can't I buy the lower level enchantments??

✭✭✭✭✭Have you tried a vendor in more than one zone? Its been a while since I bought them, as I make them all now, but different vendors had different levels available before. Did they change it with 1T to just be 160 if you have 160+ CP?"Get off my lawn!"0 -

I'm just using the same vendor in Davon's Watch. I used to be able to buy lower level enchantments, but not any more.
It's like going to the store and the clerk says: "Oh, hey, you're an adult now, we can't sell you any more candy."1 -

✭I bought low level runes for enchanting while leveling up a character recently. I was at the enchanter in evermore though.
I could buy every rune type I needed for their level.0 -

My character is a lvl 160, and can ONLY buy 160 enchants. Why? Why can't I buy the lower levels too?0 -
ValkynSketha✭✭✭✭✭If you are doing this to level enchant, buy other players enchants, you will get more exp toward the skill line this way.1
