Charging Manuever is severely broken

Just making sure the ZOS team is aware that Charging Maneuver is not working as intended. This doesn't appear to be happening with Retreating Maneuver.
In PvE and PvP, I consistently have problems with the Rapid Maneuver buff instantly falling off (30% movement speed) and it will immediate apply the Charging Maneuver buff (10% - minor expedition). I can cast Charging Maneuver repeatedly for over a minute straight to get the 30% buff, but it will keep immediately falling off. I've actually went into my character screen before and seen the Rapid Maneuver buff and the Charging Maneuver buff applied 10 different times, and still not working.
This happens regardless of if you're in combat, and regardless of if you've healed or casted an offensive ability. It has something to do with "leaving combat" and the game hangs and wont allow you to apply the 30% buff and it is immediately replaced by the 10% buff as thought you've entered combat.

I originally thought this was a problem with the Engine Guardian set because when the EG procs, it kills the charging maneuver and leaves you with minor expedition. Unfortunately, i've dropped EG and the problem has started to happen again. I'm not wearing anything that can proc when i cast charging maneuver now and it has still been an intermittent problem for the last couple of weeks but nothing too annoying, just requiring 1 recast to get it working. Sadly, now it is stopping straight away and going to minor expedition causing me a lot of equine simulator based agitation (we've all had it at some point.) I'm playing only in Cyrodiil so anyone else who plays there will tell you how important it is to have a proper speed buff so that it doesn't take you until Christmas 2024 to go from Chalman to BRK and also manage to get away from gankers at a respectable rate.
Does anyone have any tips/fixes because i'm guessing it is "working as intended" or alternatively, they won't be able to reproduce the same bug therefore it will remain broken/working depending on perspective.

BigES✭✭✭✭✭Still broken. No fix I've found. No acknowledgement of the issue yet by ZoS.
My suggestion is to choose Retreating Maneuver since it doesn't sound like they plan on fixing it. I've tested it multiple times... its definitely only the Charging Maneuver morph of the skill. I'm not sure what triggers it. Something about how you leave/enter combat (even if you aren't actually in combat or casting any skills). Ive walked out of Quickwater Cave in Cyrodiil before with zero aggro, and went to use Charging and had it just instantly revert to the 10% buff. First skill I cast. Once its "bugged", you have to wait a substantial amount of time (at least a full minute) of doing literally nothing and sometimes and it will allow you to apply the Rapid Maneuver Buff instead of the Charging Maneuver buff. It doesn't seem to help if you cast it repeatedly, even with no other buffs, offensive skills, or defensive skills rolling.
The bug does happen outside Cyrodiil as well. And I've tested it on multiple classes.0 -
