What does it mean "will scale with your highest statistics" in some skills?

I was planning a stamina dragonknight build, and saw the last ardent flame skill named Inferno... I thought that was another class skill that don't have a stamina morph... but there was 2 things on the Flames of Oblivion morph that attracted my atention: one was the weapon critical... and the other was that phrase: "Fireball damage will scale with your highest statistics.".

What does that mean? That the flame damage of the fireballs will scale with my stamina/weapon damage? Can someone help me?

    it scales with your highest stats but not with the cp you spent most of your points on.
    flames of oblivion isn't increased by mighty
