Selling achievement rewards in the Crown Store would be a terrible business model. That would remove the incentive for (many) people to play the game in order to get those achievements (and have fancy decorations in their house as a result).

I can see people simply buying a house and whatever they can put in it from the crown store, to forever prance around in it, attacking their test dummy, showing it off to their friends, never to be seen again in the wilds of Tamriel

It is already there via owning certain houses. Not really a big deal since none are combat related and all are just money spent.

That particular character must purchase the item and place it in your house. I suppose you could put it in your personal bank, but furniture items with achievement requirements are bind on purchase.

For the items that come from the achievement vendors, having the achievement is a prerequisite for purchase, and then you still have to pay the gold price to buy the item. Crafted items only require the crafting (once you have the plan to make the item).
