Is global poison cooldown affecting only all crafted poisons?

I'm curious and I'm sure many other melee players are curious to know exactly what items the global poison cooldown will affect. Will it affect armor abilities that do poison damage. skills, Glyphs?

please zos rename alchemical poisons to toxins or rename the non-alchemical poiosn damage like from spiders and vipers to toxins/toxic damage so this can be more easily distinguished in common parlance.Proudly skooma free while talks-when-drunk is in mandatory public housing.
