I have been in Aldcroft at the designated area for over an hour looking for this NPC. Got some advice to look south of the Aldcroft Anvil & Armor, on the docks the guy supposedly wanders the docks. Problem is the only ones wandering on those docks is Young DeBuke and Watchman Edona. Is this quest glitched or is the spawn rate for this guy?

I think it's bugged or he only spawns at certain times of day in game.
Had that contracted, looked around for over an hour and no spawn.
came back to it the next day and he was there
a quick option is just to abandon it and get a contract to kill a different target. Much faster than waiting around endlessly for Vachel0 -

Yeah, came to that same conclusion. Wished these bugs were addressed a little more effectively.0
