Lately I have been having constant issues zooming out on the map and the problem has been getting worse. When I open up my map a lot of times the level of the map that I am on is all I can view, I cannot zoom out past that level most times, for instance if I am in Belkarth and I open up my map than I all I can see if the town of Belkarth and I cannot zoom out to the rest of Craglorn or if I am outside of Belkarth and I open up the map then I can see all of Craglorn but I cannot zoom out past Craglorn. This problem makes it really hard to travel around and so far the only fix I have found is to logout and back in.
Please look into fixing this issue as it really affects the game negatively.
No, it is an issue. I had it for awhile. Do a hard reset of your Xbox and see how you go, that fixed it for me. Was not a controller issue.
Don't think the issues is your elite controller unless there is an issue with the controller itself. I have two elite controllers and both work fine with the game and map ......I do keep my left trigger held down when trying to zoom out. I guess it could be my Elite controller that I just got 4 or 5 months ago but I am not sure as logging out and back in or doing a "resetui" fixes this issue.

Well I usually always completely turn off my Xbox after playing (Hold down the Xbox button on the controller and then select turn off Xbox) but maybe I need to just unplug the power to my Xbox for about 30 sec to completely reset it.

You do know you can adjust the range of the triggers on the elite. I have the trigger stops switched on the bottom and set the controller option to trigger as soon as it is pushed in 1%. Your controller settings may be at 99%, so you are not getting to 100% for the map to go out to the world. You can also try deleting the saved data on the XB1. This will not delete your characters as the data is saved on the servers. If the file has issues, this will reload a fresh data file to the XB1 .....

***Some parts of the world have 3 zoom levels*** (these are the ones you're having issues with....you need to move out of that area) Its by design and not a hardware or software issue.

This isn't how you resolve the issue and isn't a hard reset. If you're console is set to energy save (if it can update games and apps while off) then you're not turning it all the way off. Hard reset is holding the xbox logo on the console for 5-10 seconds (holding it on the controller does nothing different)
You should turn it all the way off at least once a week if you play this game a lot because this game has a lot of memory leak issues.
