Does anybody know if an item that was improved from Blue to purple quality would have the same identical stats as if the same item has been dropped initailly purple quality from like a mob or in a dungeon?

Furthermore, I am actually asking because I'm trying to find a set of plague doctor armor I'm researching a bit and I don't believe that plague doctor drops as purple except for just jewelry. However, I was thinking about aquiring the blue quality plague doctor pieces and improving them to purple.
