No. Some people still played it. The point is to try to make no one play it.
Reduced the maximum amount of Ultimate that can be stored to 500 from 1000.

My biggest problem in pvp is that some players seem near impossible to kill even when getting hit by 5+ players. While i get that this is due to good builds it also leads to long fights which seems more like the pve boss grinds than pvp. 5 of us were attacking one player for something like 10 mins only for 4 to give up leaving me 1v1 with this player who i could not hurt. after 5 mins more fighting we both went our separate ways. While i am not a skillful player or anything like it i do want this game to be more about your skill than your build.
I no longer wear light armour in pvp now either due to the amount of damage players can do which means i now run with 7 heavy with imp trait. To me this game is becoming more about your build than your skill which is maybe a great leveler making the game easier to play for low skill players but not what i personally want to see.
Hopefully these changes will start to balance the game out more for pvp, not really into pve so i wont comment on that side.

Well there is a catch about PvP in MMOs - it's impossible to make PvP purely skill based and achieve build diversity everyone is crying about.
Example of a game there PvP is mostly skill based is TERA. There are specific PvP sets (one for each class) that can only be used in PvP, and no other sets are allowed. As a result players have an even playing field but no build diversity. There is one build for each class (because builds are heavily determined by your gear) and that's it.
That is not the way ESO has decided to make their PvP. Instead the skill here is to create a proper build that will be effective for you. Because of that PvP in ESO is not so "skill-based' as some people want it to be. ZOS can't please everyone, so if you personally prefer purely skill based PvP it might be a better idea to look towards MOBA/FPS games. MMOs are not about skill based PvP and that's one of the reasons some people like them.
