Lore behind area next to Sejanus?

I've been wondering for a while what the lore is behind that area I believe East of Sejanus. There are ghosts wandering around in that area with pools of either oil or tar. It looks like it was once a battlefield there.

they might not exist 800 years later in Oblivion lol but they definitely "exist" in the 2nd era that ESO is in.1 -

Quite a few keeps continue to exist in Oblivion and those that don't probably degraded so much that they're no longer anything more than a few bricks.
As for the OP, no clue. I'd check the same area in Oblivion and see if there's anything there.

if i remember correctly 1 castle in cyrodiil has legitimacy through the early 4 th era. roughly 100 years after the 3 banners war general talos changed cyrodiil. including forts keeps and castles.
i remember clearly looking at a map of cyrodiil from 2E 110 nothing surrounded imperial city, there were forts and high walls which blocked off entrys from the providences in tamriel as shown the ESO trailers.
important to note that the trailers showed no lake surrounding IC but infact the lake exists.
