Need help and advice on my magic sorceror

My main is a succesful stam dk dps build.
I have a good tank build on another char.
Im lost at what to do with this one,
Hes breton magic sorc cp400+
I planned on healer but i heard its a good build to run vma and solo dungeons so is DPS the best role for him?
Want an indepth help please of what should be on my bars what weapons and passives.
Also for starter gear (maybe a crafted set and 3 peice jewelery) that i can get easy?

Personally i would prefer it in ... pvp i guess, altmer is still better. You can do whatever you want it is ok, not min-maxed but a good one.
