Let's say an ability with no CP has a tooltip of 10k.

With 100 points into elemental expert (25%) and say 70 points into elfborn (19.5%)

You'll hit for 12500 or crit for 21187

If you switched the allocation to 100 elfborn and 70 elemental expert you'll hit for 11950 and crit for 20912.

I know you can use 187 CP but I couldn't remember how much % that equates too, the result would be the same though

Well, at the very least, when that 100-point threshold becomes a step-up point. Putting exactly 100 points into either of those passives would afford no benefit. Last I checked the highest point that still affords a marginal increase in crit damage is 98 points. I know this isn't your point but it's true
