You can get monster sets below Champ levels?if sNB, you have several options. The most ortodox one is to use 2h and bow.
If you decide to go like that, you can use Velidreth or Selene as your 2pc proc set, Viper on body and 3pc agility jewelry. Agility is pretty cheap nowadays, if you don't have it already by any chance. Viper proc every 4 seconds on melee attacks, but also on bow if you use poison/desease enchantmens or regular poison on it.
On 2h bar I would advise you to have ambush, rally, cloak, mass hysteria and executioner, with incap as ulti. Be sure to use mass hysteria before landing incap or before bear hits, if you use Selene. Bow bar need shuffle, poison injection, possibly snipe for some active keep defending, radiant magelight and rest are flex spots, for skills like surprise attack. I would probably use there at least some FG skill, for more damage, and flawless dawnbreaker.
Skill rotation is pretty simple. Buff, use radiant magelight to get 20% more damage on next attack, use snipe or heavy bow attack with poison injection. Ambush, mass hysteria, incap. surprise attack if necessary, use executioner. If things dont go well ( attacking a 50k tank) just pop speed pot, cloak and run as hell. lol.

Oh, well. If no monster helm, then you use crafted set instead. Hundings or clever alchemist. Also I guess you wont be using agility as jewelry. Yeah, go clever alchemist 5 piece and 5 piece spriggan. You can farm spriggan jewelry in Bangkorai on dolmens. Dont forget to pop potion just before attack. You will have 15 seconds of damage burst.
Edit. On lvl45 you get undaunted enclave invitation. You can use key to get shoulder piece. Go for middle chest, if you get Kena shoulder that would be great.

Khajiit and Bosmer are ideal for this, simce they both have +10% damage done from stealth.
Khajiit have more health recovery and carnage passive that adds critical chance. In your case, it will be up to 5%
Bosmer have more stamina and stamina recovery, also receive less damage from falling and great poison and disease reduction, so I would pick Bosmer.
I guess Redguard and Orsimer are not that bad, too, even Imperial. But Bosmer is superior in ganks.
About weapons. As I said, ortodox version is 2h + bow.
Both weapons should be sharpened. Since you play non vet campaign, do use 2h maul since it will ignore some of the armor enemies wear. Bow should have disease or poison damage. Maul should have weapon damage enchantment.
About sets. Spriggan is overworld set that drops in Bangkorai. It gives you penetration, that is somewhat situational but maybe it works better in non veteran campaigns. Jewelry should be enchanted with weapon power, do it on at least 2 pieces.
wear also 2 pieces of armor you find. Since you are ganker, you can use 2 large armor pieces with infused trait, rest should be impenetrable. Other set to combine with this one - go for crafted set. Clever alchemist will give you some health, some damage and spell damage and also great damage boost when you drink a potion for 15 seconds. If you dislike that, use hundings rage. Alchemist is 7 traits craftable set, Hundings is 6 traits one.
Skills you would need to use.
On 2h weapon bar, you need to have gap closer. Ambush is great one.
You will need rally for some heals and major brutality buff that lasts pretty damn long.
Executioner is your execute skill on this bar. If you dislike it, use surprise attack.
A must have skill and best CC in NB's arsenal - Mass hysteria. remember to use it before using ultimate to be sure it hits enemy.
Shadowy disguise is a cloak skill that will guarantee your next attack in 3 seconds from activation will be critical hit. Also, your basic mean of escape.
Ultimate- incapacitating strike - major defile to enemy, next 6 seconds your attacks will deal 20% more damage to them.

Must have is poison injection. This is your bow execute and it is best bow skill.
Shuffle is medium armor skill that provides 20% evasion and it works against snares when you use it for a brief time.
