I was soloing normal dungeons on toons at level 10, have videos to prove it. It wasn't fast, I died a few times (low level, limited self heals), but that was 35 levels BEFORE the "Call of the Undaunted" at level 45. Leave the content open, exactly as it is right now.
To the OP, basically the same as the above. I could understand if they were allowing level 10s in Veteran dungeons that actually have DPS and mechanic checks, but that's not the case. Zenimax has nerfed most of the Normal dungeons to such an extent that they are soloable. YouTube is your friend. Level is not an indication of skill, I've seen cp700s potato their way through dungeons and have to be carried. I was in a WGT run the other night where a cp200 consistently out DPSed a cp600.
Simply put, the grouping tool is a "random" grouping mechanism designed by ZOS to do exactly what it is doing. If you don't want a random group like that, then LFG in zone with your specific grouping requirements.

I've runned normal dungeons with low levels with no problems, even that I had to explain the tactics for those that were doing it first time. They may take longer, but with a bit of patience from your side and cooperation from their side you'll finish it also you'll get finally a bit of challenge.
The problem isn't their level, is the the lack of experience but if you stop kicking them or calling them names instead of explain the tactics, they will learn.
Also I hate when people are barging about being able to solo a dungeon, but then will complain about being teamed up with low level, like c'mon, if you can solo it then you can carry others trough it, even done it faster because extra DPS.
Bonus story to make my post longer: Few days ago I queued with two guild mates for a veteran (Spindlecluth 1 or Fungal Grotto 2, I forgot which). The other DD was 170 CP and we lacked a tank so we had to use group finder. We found a 190 and something CP that started to complain about how 170 is too low for veterans, not like he was only 20 higher so we kicked him. was first time I voted to kick someone that wasn't offline for too long.
Bonus 2: Few times when I was grouping with guildies for normals but again we lacked a 4th member we got low level players. One of them excused after s/he have seen our CP and told us that will leave. We stopped him/her from leaving and told him/her that we'll do it together till the end and everyone if forbidden to leave (except real life emergency of course). Others told us that we can kick them because they are already used to it.
I'm tired of people scared of dungeons because some elitist db were mean to them instead of helping them. Also is worse when a high level is lacking the experience because s/he just started to run dungeons because others made them to think they have no right to touch them until they have a certain level. For the sake of Azura, normal dungeons are for everybody and those that when to do them should start from lower levels so they will have less difficulties with HM Vets.
The day when ZOS will decide to add custom chat rooms I'll create special channels for low level players that are looking for group, one for normals and others for the beginners to veterans, so they can find more friendly partners instead of volatile elitist and I will gladly help any of them when I get the time.
