The basic question is: "why"? Why even nerfing proc sets in PvE if they don't need a nerf. Nobody asked for this. And everything for the sake of "saving PvP". People wanted changes for PvP and again ZOS is going to affect PvE with the changes (maybe even more than PvP). Why?

Most people are just too delusional to acknowledge that certain things might be too strong even in PvE.

Please, don't even try to defend an incompetence of ZOS to separate the changes. They cannot do this separately, but they need to change this for PvP. As a result: PvE is screwed. To be honest - even more than PvP where most people run full impen and have already really low crit chance.

Why nerf their ability to crit? Most everyone in cyrodiil is rocking impen gear and/or crit resistance cp. The crit matters the least there.

Crit matters, including in Cyrodiil. This change is a very good first step, although I do hope for more.
I play both pve and pvp with pve getting the nod. Currently, if I had to guess I'd say I'm about 70% pve right now.
Procs are a nice little bonus to DPS in pve but honestly entirely unneeded. Missing the crit off them wont even be noticed by me. Even my mDK running Grothdar.
IMO They are too powerful and in many cases are just helping make PVE jokingly easy.
I would much rather see a focus on player skills/load outs and rotation causing damage versus letting one's pants or hat do damage.

it's the only thing effecting crit effectiveness in the game. It's used in PvP, PvP is less concerned with crit because of this. Doesn't take any numbers to discern that.
