Make the reigning emperors stats increases scale with the number of enemies on the map:
1 bar for each opposing faction: 15% stat increase. 20% regen increase.
For every bar above one the reigning emp gains 15% extra stats and 20% regen increase (locked is equal to 3 bars).
Ult generation stays doubled.
IE:
EP emp. 1 bar DC. 3 bar AD. => Emp gets 45% increased stats. 60% increased reg.
EP emp. 2 bar DC. 1 bar AD. => Emp gets 30% increased stats. 40% increased reg.
EP emp. 3 bar DC. locked AD. => Emp gets 75% increased stats. 100% increased reg.
etc pp.
This would make fighting a reigning emp easier on off hours or empty campaigns. Also buffcampaign telvar farming as emp would get less attractive.
