    The original "navigators" are called "boatswain" (the ones that take you in and out of the starting zones and Shadowfenn-Eastmarch, Auridon-Grahtwood). The NPCs that are titled "navigator" now were introduced with One Tamriel. So they are kind of new. But, as others have said, they are greatly underpromoted, so many people don't even know they exist.

    That's the Boatswains, which, as you infer, were there since launch. The Navigators are new for One Tamriel. :)
