One of the best methods to encourage PvP is to place some unique mats in a PvP zone, and let the factions fight over them.
For example, to make the absolute best sword in the game, you need Infinium metal, which is only found in a PvP zone.

I always wondered if they made an IC event where you don't lose tel-var, just how much the population would increase.

I wouldn't go as far as something beat in game being locked behind pvp, add in something comparable to vMA or master weapons would be fine. How many of you pvpers really want a bunch of pve players in your instances anyway?

The gold vendor does not sell exclusive items unobtainable anywhere else and the akivari morif is a cosmetic / vanity object. All exclusively obtained gear in IC has little benefit outside of pvp, and even if you could make certain pvp obtained sets work in pve, there are plenty of comparable and superior sets for pve obtained elsewhere.
This is basic mmo item design logic. Its why there are strong pve set bonuses like minor slayer tied to end game pve activities. What you are suggesting is that zos provides a best in slot power gain applicable to all activites in the game, and exclusively place it in a pvp zone.
I wont get into the mess that is IC. But to put it plainly, as long as IC is paid content and not a part of the core game, nothing obtained in there can be definitely better than what can otherwise be obtained elsewhere.

If it were to change, the risk is bigger so while I follow your thoughts, in the end the risk isn't greater in another alliance because there are others there...so the risk overall is still a risk so i'd argue why should only one side get the bonus?
So then ppl just play on the other sides....kinda defeats the point IMO

The results of keeps in Cyrodil win IC sewers and overland
IC would not be a campaign but accessible by your assigned campaign.
This means, if a campaign wins X amount of keeps, they win access to IC outside of the campaign for 4 hours.
This means anyone inside of IC is at risk on a change of faction control.
To go there, you simple travel to the wayshrine above or in the sewers from any PvP or PvE wayshrine and play.
while you have control the TV multiplier is tripled
neutral is normal and partial keeps is double
Thats my thoughts but....hey ZOS did something waaay crazy.
and tried to charge for the content instead of including it as it was the rest of PvP they didnt finish

PvEers actually do cry about the Golden vendor fairly frequently, which is silly considering they can take advantage of it too without ever having to PvP. It is true that I have never heard of them cry about the Akaviri motif, but I think that is probably just because it is ugly and few people wear crafted armor. If you really want to see PvE crying though, just look at Cyrodiil Skyshards or Vigor. That is where you can really get their tears flowing.

The sewers should be a capture the flag zone. Each alliance should have a scroll that gives a bonus to tel var gains. If you own 2 scrolls, you get a bigger bonus to TV gains while held. If you own all 3 scrolls you get a very nice bonus to TV and AP gains.
But even better, it could be smear-the-***** style where a player has to physically hold it for the alliance members to get a bonus, and you drop it if you die or zone out.
Scroll hunting in the sewers would be hella fun @ZOS_BrianWheeler!
I think a lot of people forget that one of the reasons IC is more empty is because it's a DLC zone (for which you have to PAY by either buying it outright or subscribe). It's small and doesn't really hold all that much content to be appealing compared to something like Orsinium.
Newcomers might not be interested in it, diehard PvP fans often don't bother with it as Cyrodiil itself is free and don't see a reason to purchase it or subscribe specifically for it when the crux of PvP is only in Cyrodiil.
It's time they added IC as a free zone, that would solve the population problems in it.
