What I don't understand is how someone could have thought it was a good idea to have only one NPC in the entire game for a Special Event like this.
Every other event, spread the NPCs out at least across the alliances. Yes, yes, One Tamriel removed the Technical Reason for this, but it did not remove the the Performance reason for providing multiple NPCs.

Uh, wasn't the Hallowen npc only one in the entire game? We only really had to go there once though, which makes a big difference, but i'm js..
The Witches Festival quest was started by a whistle and the quest giver turned up right there, so wherever you were you could start the quest. Then there were three Olyve's Brewery locations to turn it in to.
