infinite requesting character load?

Hello after the update I get an infinite requesting character load problem. Any way to fix this?

    I'm getting this on my first character in the character list. The others load fine.

    After about 4 tries, I finally got in on my Main character. The ping rate was 11,400ms and then it kicked me.

    I also keep getting booted from game now.

    This just started with my character(s) some time after service resumed at 12:15 AM on Wednesday 14 October 2016.

    My second character seems to be the most likely to be affected. If I am not transferred to a transition screen within five minutes, then it isn't going to happen. I have to use Microsoft Process Explorer to "kill" the eso64.exe process. Then I run the Launcher and use the Option to Repair Files.

    The first and the fourth characters have been switched to a transition screen after a wait of about 2 - 5 minutes.

    Also, during the past week, there have been spontaneous crashes that simply return me to the Windows desktop. One occurred while I was attempting to log-in on my second character from the Character Select screen.

    Of course, "tech support" prefers to pretend that it is my hardware and/or Internet connection that is at fault, but they cannot prove it. Latency has never been either very low or very stable. It has become worse since the most recent maintenance.
