Can I link my xbox one account to my Pc so when I play on pc I still have all my stuff? if so how?

No. They did this once, when console launched. But since then, there is no way to link PC and consle accounts.0 -

....they copied the pc account to Xbox or PS4 once but accounts cannot and were never linked
You ZOS profile is linked to a console profile but not game accounts-PC (PTS)/Xbox One: NewBlacksmurf
