Werewolf Passive Question

Just rolled a werewolf (first time) and have a question about the Savage Strength passive. It says "While in werewolf form increases weapon damage by 9-18%". Since you can't use weapons in werewolf form is it referring to light and heavy attacks?

I could be wrong on this but all but one skill is stama based and all stam scales off weapon damage so it pumps your base by that passive then uses that to get the skill damage. That's why you always put the wolf ulitamite on you high damage bar. Wrote that bass ackwards all weapon damage scales off stam

Weapon damage affects the skills slightly, so leap and swipe etc get a boost. ideally though you just want a massive stam pool for WW as the bleed and disease dots become stupidly powerful, better than stacking high WD.
