It's probably a bit too late to start this now as the game has already been out for a while. But being a former a Guild Wars 1-2 player where Birthday Gifts was a common thing. I do wonder why Birthday Gifts was never introduced by ZOS when your account turns 1, 2, 3, 4 years and so on to be given to players who have stayed with the game for an (X) amount of years.
Birthday Gifts could include either a costume, a pet, a skin, a polymorph... Anything really. And they would change each year when your account has a new Birthday.
Would you like to see Birthday Gifts be given when your account has a Birthday?

What the OP is suggestion is for a gift to be given on the day you made your account. You can't change that.Just so that everyone knows, my Altmer still can't have black hair. About a dozen of Altmer NPCs in the game have black hair. Just saying.

Tegwen, Bosmer troublemaker: You can't prove I didn't do the thing.
Sings-Many-Songs, Argonian fisher: Sure, I'll do the thing... Eventually. Maybe.
Aerindel, Altmer stormcaller: After extensive research, I've come to the conclusion that doing the thing would be a waste of resources.
Liliel, Dunmer pyromancer: Aerindel said I shouldn't do the thing. Something about "resources".
Gyda Snowcaller, Nord cryomancer: I will find a way to do it that won't waste resources and make Aerindel proud of me.
Beatrice Leoriane, Breton vampire: I persuaded someone else into doing the thing. You are welcome, dear.
Sahima, Redguard performer: Doing the thing sounds awfully unpleasant and really not my problem.
Ellaria Valerius, Imperial priestess: I'll pray to the Eight for the thing to be done, if it is Their will.1 -

One thing: I don't remember if it was later changed in GW2, but it was given on the anniversary of your character, not your account. Yes! It was on the Anniversary of your character. But since all Collectibles in ESO is account wide i thought it would be more appropriate getting a gift on the date your account was made.
