There are actually a variety off death animations other than the 2 you meantioned. They have a chance to occur when the target dies via a specific damage type and are visually linked to them (obviously).
For example you can burn someone to ash, freeze them solid (and watch them crumble) or get the extra nasty route of having enemies choke on their own vomit (with disease dmg).
Regarding the topic of kill cam like death animations for pure phisical weapons, i do not think they would fit in very well with the rest of the combat. These animations generally lock you into them, which is badin any content with dangerous AoE.
Additionally ZOS would have to find a way to fluently go from skill animations to the kill animation, which would have to be done on a skill by skill basis and requires some very serious work i simply dont think they are up to, especially considering the way they tried to fix animation cancelling in the past.
