I saw this legendary item posted in PS4 NA zone chat, bind on pickup. Google search returns only UESP's item page and a forum search led me to a mention of it in some older PTS patch notes. Does anyone know how/where this drops? Or have any other info?

    I believe it's just a PTS item, not available in game.

    I would assume someone found the item link and just typed that in to chat.
