So they pay artists, animators, programmers to create a mount, and don't get money in return from players buying it.

They are constantly making money from subscribers and crowns and game purchases.... constantly all day everyday.. day and night, putting a few mounts in game would not make them lose money, they will just not make money off that mount... but like op said if the price is high enough then people will be playing alot more to farm for it

The mounts available for gold date back to when the game originally launched. So... yeah, they don't look that great now.
It would be interesting, or memorable if each DLC zone's stablemaster had a unique mount for that location. Not one of the crown mounts, though potentially a retexture of one. Like some variety of camel in Hew's Bane. But, not something I'd hold my breath for.

You can already buy horses with gold.

Time spent designing new mounts for free = time that could be spent designing mounts that require purchase. Which one do you think Zeni would prefer?
