I have connected my DS4 to my PC using the Sony wireless adapter. My DS4 works fine on steam and is recognized from my PC, but ESO does not recognize it I have enabled gamepad mode but controller does not respond nor I can bind keys etc.
I personally use version 1.5.31 because the later 1.6 versions are made to address issues specific to Windows 10. The 1.5 version is a smaller package and works just fine on my Windows 8.1 system.
So, the reason why it will not work for you is because ESO only accepts Xinput controllers. DS4 connects as a DirectInput controller. Xinput, as the name implies, is for the Xbox360 and XboxOne controllers only. All other controllers connect via DirectInput to Windows.

Sorry to necro this, but if you use the Steam overlay and launch the game (or have bought it from that marketplace) from Steam, you can use a DS4 controller. Can even remap the mount button to the touchpad or turn it into a mouse. Hope that helps!
