If we look at the main problem of damage output in Cyrodil I came to a conclusion that the issue revolves around the ultimate abilities. Thus the possible way would be to disable all ultimate abilities inside cyrodil. As for proc sets, it could be done likewise; disabling allproc sets inside cyrodil. This way proc sets can be used in PvE for those who like them and destro ulti won't be nerfed hurting PvE players.

And what would you do with this DK passive?
So you are conceding that mag. DKs would be forced into a regen. set. What's making up for the lost damage? They don't have an execute and have trouble developing burst, as it is. Their typical burst, that I see in duels, is Meteor -> Fossilize -> Whip.
