Just like in WoW, jumping let's everyone around you know that you're a l33t pro gamer. Only scrubs do something as remedial as basic walking and running to get where they need to go.
Jumping in PvP means nothing. Use the tab target on your opponent. It is everything from that player having burnt into their brain jumping around in some FPS game. All the way down to that player wishing to break his or her spacebar on their keyboard.
If its your own alliance you see jumping could be someone in stealth that is trying to move up without burning through stamina crouching and walking. If its another alliance in an open field doing.... "It's a trap!"
As dumb as it sounds, I jump to basically get a slightly different viewing angle. Sometimes this allows me to more easily target a weak player in the back, sometimes it just lets me see past other players.
And occasionally, I'll do a sprint jump and turn around midair so I can fire backwards at pursuing players without losing as much forward momentum is purely backpedalling.
In pve (trials especially) I'll jump so I have a better angle for placing liquid lightning as there are sometimes mini hills that like to LoS the cast location and cause it to miss the giant boss.
It's also probably a holdover from my halo days admittedly.

People who jump all the time, whether pvp or pve, are letting you know to avoid interacting with them.
I try to avoid solo players in PvP if I'm travelling somewhere but my instinct says ATTACK if I ride past you and dont engage I'd hope they do the same

I meant interacting socially. Kids all jumped up on Ritalin and pixie sticks.
