If you're a returning player, ESO has for sure become better over time, but there are still issues and the community has been discussing some valid concerns. I'll try to summarize things in briefly so not to ramble.
PvE
- One Tamriel has improved PvE greatly
- Undaunted, dungeons and group finder are better than ever
- RNG is a big issue for a lot of people as many sets are now BoP
- Malestrom arena gets a lot of flack for the above point
- There's still no group finder for trials and DSA
PvP
- Lag is a lot less than it used to be
- More objextives / capture points have been added to Cyrodiil
- IC is a lot of fun
- Proc sets seem to be hurting the PvP experience for a lot of people as they can be fairly OP. ZOS has said there are adjustments coming though
Crown Crates
I only mention this because it has been a strong discussion topic and has generated a lot of negativity. Its up to you whether you feel this sort of thing really affects the game. End of the day, its all cosmetic stuff and not P2W, so no problem of you ask me.
Bugs and other tbings
While ZOS has consistently improved and exoanded the game, there are still bugs and other things that are still annoying.
- Guild trader interface sicks
- Group bugs such as markers disappearing or group mates sinking into the ground
- Mail system delays
- No gear preview
Things to look forward to
Player housing + furniture crafting are coming in the new year. That's huge. There are other DLCs rumored to be in the works, but nothing else confirmed. There will be a Road Ahead article released in January with more info.
That's really just skimming the surface, but I hope this helps! I 100℅ recommend coming back and trying ESO out again.

rng crates in crown store: starts as cosmetic, add combat items (potions ect), then add gear and weapons, then add gear and weapons stronger then crafted/dropped in game.

Well, that's not the current situation, and really just a bunch of assumptions. I was describing the game in its current state as the OP is thinking about coming back. There's another thread for crown crate discussion.

I have to disagree completely on the undaunted and dungeons.
The resistance and health changes negatively impacted them raising them from things most people can do from things only people with DPS can do. The trial-level requirements have been imposed by the community with no one adhering to the same script, causing the best to only want the best and newbies hurting and not being able to do them because they dont have the build, anyone to teach them who's not acting like a ***, or the inclination via game mechanics as to what works.
Dungeons and PVE content outside of overworld content is at the lowest point it has ever been.

All zones are open to all factions and all factions are together now . If that's what you mean by open world .

It might not be technically better in every way. But it is more accessible and there are more incentives to run a variety of dungeons.
