first thing i c is your magicka is very low u should have 40k+++
switch the stam armor glyphs to magicka (kena helm)
u dont have sharpend weapons
u dont have highest spell dmg glyphs on your jewelry ,well i dont even think u use spell dmg glyphs on all jewelry because u have almost 1400 magicka reg
check if u have all important skills and passives

Its important to know that in ESO your skill tooltip damage/healing values are controlled by several stats:
- Spell Damage (or Weapon Damage for Stamina abilities)
- Magicka (or Stamina)
- CPs
- Passives
- Buffs
So from your few screenshots I can see a number of ways we can increase the first two:
- Make sure all armor enchantments are Magicka.
- Use Gold (Kuta) level enchantments if you can, especially on the jewelry.
- Make sure you are using blue Health + Magicka CP150 food.
- Make sure you have purchased all racial passives and important class, Mages Guild and weapon passives.
- Use Sharpened weapons. These won't increase the tooltip but will increase your actual damage done by a good amount.
- Use Gold quality weapons. These give you another +200 Spell Damage.
- Use Gold quality armor if you can afford it. Do this last as Gold weapons and enchantments will give you the most improvement.
- Get more CPs. This will increase your damage from CPs you buy as well as give you more Health/Magicka/Stamina (each CP gives you a small % bonus).
- Get the Undaunted Mettle passive and make sure you are wearing 5L/1M/1H armor.
Beyond that you'd have to look at specific CP distribution to make sure it was optimal, or at least near optimal. I'm guessing you have to be missing a few passives that increase +Magicka% as your magicka is really low for a High Elf. Spell Damage is not bad but getting gold weapons and jewelry enchants should push you well past 3k buffed.

I do have 160 spell dam on all jewellery pieces
