Zenimax employees have already made comments (the first one I saw was on November 12th) that they are aware of the situation with proc sets and that they are working on a solution, which they will share with us once they've tested some ideas. There was a meeting held recently with certain community members where this was discussed. Stuff is happening.
The best thing you can do for now is find yourself a niche, maybe something that counters certain builds using this, and try to enjoy it. I built a Magicka templar ganker/proctato hunter that I'm very much enjoying.PC/NA

Whatever happens with proc sets there will be an establish "best build" which most people will gravitate to because someone else has run the numbers and decided this is best.
It's the safe easy option.2 -

All the complaining about proc sets is from the PVP perspective.
The reason it's an issue is because all the procs go off in the first hit. So you get hit by the viper proc, validreth, crit charge or ambush or whatever in the first moment of the fight.
For PVE the boss doesn't care if the procs happen immediately or not, the boss has 4 million health. This means viper performs about the same as every other damage set over time.3 -

Nah, I haven't tried NMG. Being a PVP build my crit isn't SUPER high, though it's not bad (around 51%). I like Hundings because of the constant weapon damage bonus for things like Dawnbreaker and higher heals. Alchemist is another viable option too for some nice burst.1 -
