Wouldn't it be nice if we were given mod tools to create some dungeons/areas/questlines? I was thinking about a monthly/2month/3month competition to create something and hand it over to ZOS. The winning content would then be reviewed/polished by ZOS and put out as content. Obviousely nothing lore-altering. There are some really talented folks out there that could do some great content as we have seen with all of Bethesdas games.
How about some Class mods? I have played Torchlight 2 and there are several Class mods created by the community by just altering existing visuals and some coding.
I think there are a lot of possibilities to get an Elder Scrolls Fanbase involved in creating content. Sure, ZOS has to make money but this content could be sold for 1-5$ depending on the size.
If then you would give 1% of the revenue to the creator imagine the competition and quality content we would get. I think this is a great idea and has the potential of massive mouth to mouth advertisement.
