That is in no way covered by the CD as it is implemented now. The remaining members get no penalty whatsoever..wants people not to kick PUGS or group finder people at the last boss or other junctures for friends that were not available earlier, and wants disbanding trolls to sit in timeout too.

imho the CD should only be there to prevent "queue hopping" (i.e. you queue for "random dungeon", get put in a group for a dungeon you don't want to do (too hard, no undaunted pledge, no monster helm you want, whatever), you leave, you queue again immediately)
To prevent this, a simple 5min CD, starting as soon as you, by your own decision, leave the group (not when it is formed or you're kicked), would have done the job.
I'd really like to know what imbeciles were involved in the decision making for the dungeon finder penalty..and what "problems" they tried to solve by the current system.
