Old steam users have two accounts of ESO now - charity of ZOS or serious oversight?

i redeemed my steam Cd-key code to ESO account and now im playing in the game WITHOUT steam, by normal game client
but there is no CD-keys for ESO now, read the article above
today i give away my Steam to my friend, and he installed ESO by steam and he can play with brand new acccount, so we have 2 ESO accounts for the price of one
and everyone who bought ESO in steam before 02 November 2016, now have two copies of it
even if their old game account with steam CD-key in it was banned - now they all can return for free, lol
its intended?

another friend from my contacts who sold his Steam CD-key (he didnt play in ESO he was re-seller of keys)
now can login to all his steam accounts and everyone of them have separate ESO account now, when you launch it - it asked you if you are a new player or want to link your steam to any ZOS account
