Let us disable spell effects again so we can actually play PVP

Earlier updates of the game had a settings option to turn off spell effects. This was removed rather would cause infinite load screen/crash after a certain update.
Can we please get it back? There was even addons that would turn spell effects off in PVP combat.
It would help a ton with the performance issues people feel.
