Listen, I get it, ESO is a game that is supposed to be do what you want, when you want, how you want, but please... If you are physically incapable of looting top level gear, that means if you are less than CP 160, please don't do veteran dungeons. A good group can carry you, a great group can carry two people like you, but that is unfair to ask of people who have the misfortune of just happening to be in the same queue as you. I'm not saying don't do veteran dungeons, just wait until you actually are CP 160, that way any gear you have won't be obsolete by final level. It saves your time and ours.
Still have that dungeon itch? Do regular dungeons. Practice. Get better. Level up. Any monster helms or shoulders you get at CP 120 will be essentially doomed to deconstruction even if they are the rare best in slot trait and item. it's just not worth it to do veteran dungeons when not at CP 160 for anyone involved.
Edit: Yeah I had a mental slip and said heroics instead of veteran dungeons. Come on, you know they're the same thing, different word because different game that's all there is to it. Whatever, edited.
