Hello everyone, I am a returning player and am curious about the following things:

-Do most people play on DLC dungeons, maps, ect... or the base game's
-If so, are the DLC required to enjoy the game/play with others and get the best sets?
-Are the best sets only obtainable through DLC?

There are some sets only available through the DLCs.
I wouldn't say that there's much in the DLCs that's must-have if that's your concern. They're like all the other sets. Some are bad, some are ok, some are potentially best in slot.

The only exception to this is certain Maelstron weapons. If you're just returning you may not want to tackle veteran Maelstrom Arena right away anyway.

I wouldn't say that at endgame most people spend time in the DLCs in preference to other areas except when it comes to the dungeons or those who happen to love ganking in the Imperial City. That's a small subset of PvPers.

If you don't want to buy them right away there's likely lots and lots of new things to do before you run out of content. You may miss out on the hardest Pledges, though. And some nice Undaunted helms, like Kags and Kena.

You don't need the DLCs at all. Most important and good stuff gear wise is non DLC anyway.

You definitely don't need any DLC to enjoy the game. You'll even see things like, "Looking for group, non-DLC pledges (dungeons)," both for the fact that some people don't have the DLC and they can be more difficult/time consuming. THAT said, the DLC are very cool-- Orsinium and Imperial City in particular are dope, imo.
