Yes it does, exactly that error, happens frequently after PS4 pro. PS4 original doesn't have that error hardly.
So this error appears when I'm crafting writs at wrothgar, pvp in cyrodiil, standing at undaunted stormhaven, etc. It happens as frequent as every 15min. So crashes and had to relog the game.
That's why I no longer play ESO after I've done the daily crafting writs, that's half an hour.
I've moved on to Skyrim, it plays native 4K as well, looks amazing, the quests are interesting, emersive, great rewards, nothing boring like ESO quests. The role play is great, and no more rude bullies like in ESO.

I use to get this error a lot on my Gen 1 PS4, mostly in the same areas you've been experiencing-- like PvP and crowded areas. I have a couple of suggestions you could try, but with me only have a Gen 1 and Gen 3 PS4, I am not sure how much those can help. Let me know if you still want those suggestions, just summon me back here.

Reboot your PS4 hold the power button till it beeps to enter safe mode and choose initialize...this will delete everything on your PS4 so back up what's valuable before you do it, but this should solve the problem...if it doesn't then it's a hardware issue and I'd get it serviced under warranty

Then re downloaded like a week later, a fresh install seemed to work for me.
Maybe it was the poor patch upgrades that deteriorated my game, when i re downloaded the size wasn't too big, i was expecting 100gb + as each patch is like 18+ gb, but it was around 50 or so i think. Seems like there was a lot of useless data or something on my ps4 that never got removed.
