After finishing the quest it kept respawning instantly, until a certain point, it suddenly stopped.
Can't figure out what the reason was for the insta respawn to stop happening.( ﾉ ﾟｰﾟ)ﾉ My Copying Skills Are Great ヽ(ﾟｰﾟヽ)

After finishing the quest and no players in the area who has the quest he will stop spawning instantly, but having the quest makes him respawn indefinite and could be used as exploit( ﾉ ﾟｰﾟ)ﾉ My Copying Skills Are Great ヽ(ﾟｰﾟヽ)

✭✭✭✭✭This might be related to the Bear that is part of the quest, or a quest in the same area. I think your supposed to kill it until an RNG based drop occurs. This is one quest that always seemed to have others around, probably because the bear respawned like he did and they were farming it.

As far as i know Captain Bernadine is only needed for the quest "The Wayward Dagger"

I got it mixed up with the quest in Grahtwood where you have to kill a bear for one of Sheogorath's Schemes. So, forget I mentioned it.....
