Crafting Writ Shipments - Low Level

One of my level 30 characters is over level 30 in woodworking, blacksmithing & clothing. Why is he still receiving shipments of level 1 materials when he completes crafting writs? Other characters are getting shipments closer to their crafting or character levels.

✭✭✭✭✭It has nothing to do with your Crafting Level, it is all about your Material Level:
You get a chance to get a shipment of mats from a lower tier than you are. Since you are only L30, I would assume your mat level is for L30, so that means there are only two Tiers lower than you.
And, further, if your mat level is L1, then all you will get are shipments of L1 mats, because, well, that is as low as you can go.
Note, Equipment Mat Nodes have a 50/50 scale to your character and mat level, so they can behave differently than the Shipments do.Enjoy the game, life is what you really want to be worried about.
