Legerdemain changes - wut?

So I heard somewhere that they made some changes to legerdemain and after some googling the only thing I could find was this - "Legerdemain now influences the quality of loot obtained from Justice activities.".
I've tried searching around the forums and google for an explanation of this but all I seem to find are threads asking the same with not a single answer in any of them. Does anyone even know if this change made it to live, and if so what does it mean - if anything?

I've heard that it's even harder to find stuff worthwhile when stealing now than it was before but I've yet to do any stealing myself so I don't really know if this is true.

Would appreciate any insight on this.

from the patch notes 2.6.4 (12 / One Tamriel):
    it is live

    "Justice System
Legerdemain now influences the quality of loot obtained from Justice activities.
    * Higher skill ranks in Legerdemain provide a better chance to "find" higher quality items.
    * This replaces the previous approach of higher level zones having a higher chance to obtain higher quality items.
    * Similarly, the overall value of items from Thieves Troves is now based on your rank in the Thieves Guild skill line, with a higher rank providing an increased chance for more and higher quality items."
"I still do not understand why I followed the advice of Captain Rana to bring the villagers of Bleakrock into safety. We should have fought for our village and not have backed down, with our tail between our legs. Now my home village is in shambles, the houses burning, the invaders feasting.I swear every day to Shor that after Molag Bal has been defeated, I will hunt down the invaders and restore peace in Bleakrock and drink my mead with my friends at the market place".PC-EU

I'd love to know what they consider higher quality items. My character has Legerdemain maxed and TG maxed, and she still finds mostly junk: shipments of crates with 10 white items inside, potions, but only the occasional treasure map or set item.

How it works is, I get a lot more of the potions, up to 15 of them. I also get more Purple set items from the Troves, and never less than a Blue. I do get some more gold I think, but I never paid attention to how much gold I was getting before.

As for the Legerdemain Loot, they increased the spawn rate of the drop boxes, but reduced the frequency of Blue/Purple items you get from those boxes. That was the only thing they affected. So, over all, it is the same, if you go over an area a few times to hit the drop boxes as they spawn. All other Legerdemain loot is the same, sometimes you get a lot of Greens/Blues, sometimes you just get a lot of Whites. It's all RNG for stealing from containers. Purples, yes, they show up, rarely.

    This was very useful, thanks!

Interesting...reminds me to change my settings to auto-loot for the alts who murder their way through the DB Sacraments.

Just to Clarify, these are the Thieves Troves I am talking about here. Treasure Chests you unlock or use a map to find are covered by the Champ Passive. I edited my earlier post to say Troves to be clear

I agree! Never got an Imperial Motif despite being a professional thief.
