since ZOS wants us to run maelstrom 100-500 times in order for it to look successful on paper and we get our desired weapon
why not make it without RNG but a rotation.
like..
first time you do you get powered bow
2nd charged bow
3rd precise bow
and so on rotating across all weapons in all traits (the useless ones and the good ones)

by that maelstrom arena will look successful on paper because many players are doing it
and those players will be OK since they know what they're getting and it feels less of a casino

it will still take hours and days to get desired weapon in desired trait, but eventually, will get it at a guaranteed chance

All it needs is a failsafe. For example, the more you run it, the more chance you have at dropping the best traits. This doesn't mean you won't drop a Sharpened inferno staff on your first run, it just means you eventually know you'll get it. At the moment you have no idea how many runs it will take you, or if you'll ever even get it.
